There are two main types of reach possible:
Reaching a maximum of people.
Set frequency cap to 1-2 impressions/week.
Your geo-targeting can be broad to reach more people.

Reaching your target audience (i.e. smaller group of people)
Set frequency cap to 7-10 impressions/week.
Narrow your geo-targeting to your relevant locations.
